My commitment to Ward 10 is grounded in action. Here's what I'll work hard to support:

Taxes

Calgary's residential and business property taxes have continued to increase year after year even during the oil crisis and the COVID-19 pandemic while downtown office vacancy remains over 30%.

As Ward 10 Councillor, I will support:

  • Diversifying Calgary's economy by attracting new companies to increase the City's tax base
  • Enhancing affordable housing and downtown housing options to decrease vacancy rates
  • Pushing the provincial government to return meaningful property tax revenues to Calgary

Safety

Safety is a top concern in Ward 10 and directly affects our community's quality of life.

I will fight for:

  • Increased funding for community-led crime prevention and youth programs
  • Improved communication between the Calgary Police Service and Ward 10 communities via town halls and events
  • Ensuring no public space is neglected or left vulnerable to criminal activity
  • Replacing poor lighting and addressing overgrown trees in dark areas
  • Redirecting police resources to target gangs and drug activity
  • Supporting the Calgary Police Service in upholding their anti-racism commitments

Investing in Our Infrastructure

Ward 10 residents deserve their fair share of infrastructure spending. Despite being a vibrant community and industrial hub, key facilities remain neglected.

I will support renovations and maintenance of:

  • The Marlborough C-Train Station
  • Local libraries, roads and sidewalks
  • Traffic signs and crosswalks
  • Neighborhood and C-Train lot lighting
  • Parks, playgrounds, and recreation centres

Protecting Our Homes

Calgary's hailstorms continue to damage homes and reduce property values. Andre Chabot led efforts to eliminate the Resilient Roofing Rebate Program—a blow to our community.

I will support:

  • Restoring and improving the Resilient Roofing Rebate Program as part of the City's proposed Hail Resilience Improvement Network

Fiscal Responsibility & Transparency

Major capital projects are growing more expensive, with little oversight or accountability. Calgarians deserve better.

I will support:

  • A complete audit of all approved capital projects
  • Requiring Council approval for all project alterations
  • Ensuring all new projects show clear net benefit to taxpayers
  • Banning sole-source contracts for capital projects
  • Meaningful consultation and public notice for new projects

Green Space Accessibility

Ward 10 residents rely on public parks and walkways to stay active and connected. These spaces must be safe, accessible, and well-maintained.

I will work to:

  • Increase parks, walkways, and cycle paths in Ward 10
  • Advocate for a pump track in Mayland Heights
  • Enhance snow clearing and improve lighting for safety
  • Build wider paths to support accessibility
  • Ensure parks and playgrounds are clean and maintained

Open Door Policy & Community Engagement

A councillor should always be accessible and in touch with the people they represent.

As your Councillor, I will:

  • Maintain an open-door policy
  • Prioritize meaningful, consistent engagement with the community
  • Launch public consultations on City spending to align priorities with community needs

Transit

Reliable transit is vital for many Ward 10 residents. It must be safe, affordable, and accessible.

I stand for:

  • Increasing the number of feeder buses in neighborhoods
  • Making C-Trains safer by increasing peace officers and security cameras
  • Reducing transit fares for youth, students, and seniors

My Story

Mahmoud Mourra

From Father to Fighter

Hello, my name is Mahmoud Mourra, and I'm a proud father of five. I've proudly raised my children in Ward 10.

My eldest son, now 23, was recently married—and during that experience, I saw firsthand just how difficult it is for young Calgarians to build a life in this city. I still have two young sons and two daughters at home. They are everything to me, and I'll always do whatever it takes to protect them, support them, and help build a better future for them.

Like any parent in Calgary, I want what's best for my children: safe and affordable homes, strong schools, vibrant welcoming neighborhoods. But most importantly, I want them to live in a city where they can grow, thrive, and help shape the future of our communities.

Why I'm Running

I've lived in Calgary for 25 years. In that time, I've seen politicians come and go—each promising change, yet very little ever improves. We hear the same speeches year after year, but we don't see results. And worst of all, there's little transparency or accountability in our local government.

Nowhere is this more obvious than in the northeast—especially here in Ward 10, which includes Abbeydale, Coral Springs, Marlborough, Marlborough Park, Mayland Heights, Monterey Park, Pineridge, Rundle, Temple, Vista Heights, and Whitehorn.

Our communities have been overlooked for far too long. Despite being home to many of Calgary's hardest-working residents—especially in construction and labour—we lack the same resources, services, and investment that other areas receive.

We face:

  • A leisure centre that can't meet the needs of our population
  • Limited youth spaces and public amenities
  • Some of the highest crime rates in the city
  • Underfunded parks and playgrounds

And still, we pay our taxes, show up to work, and raise our families with dignity.

We Deserve Better

That's why I'm running to represent Ward 10—to be your voice and to ask the hard questions: Why doesn't the northeast have any major educational institutions like other areas? Why are no major city festivals hosted in our neighborhoods? Why are our parks and public spaces so often neglected?

The truth is simple: if we don't speak up, we won't be heard.
